This reminds me of compulsive gamblers I met when I lived in Las Vegas. They all had an irrational belief that some weird behavior would bring them success at the casino. His lucky elbow would tingle when it was time to put money on his lucky number and color at the roulette wheel, or some such nonsense. I suspect that many Scientology staff members do not have a working knowledge of their own "tech", and the only reason that the Church keeps them is that they all work cheap. Some staff members are very capable, but they all work cheap and they all take a lot of grief from their supposed superiors.

Karen, at the FSO, after December 1996 when Lisa McPherson tragedy hit the news, OSA Flag personnel was significantly beefed up (I got transferred there from the FSO in January 1997). From that point onwards the arrival line was drafted in such a way that no public person would start a service at Flag without OSA approval. That means you had a unit of up to four OSA staff doing nothig but review Ethics, PC or OSA folders. Nothing else. These staff were / are posted in Invest and it's External Security section. In the PC folder, "Security Data" is culled and placed on top and along with the PC folder the lot is presented to OSAs review. Every single arrival, every single returning public or Outer Org Trainee. There isn't anyone at the base without OSAs knowledge of them, it isn't permitted. Does this give some flavor of OSA access? The issue of access is prevalent and sowed into the operating basis that its like asking do you have access to the fruit and vegetable section at the supermarket....you get the idea.
